1. NAME 1.1 The name of the club shall be Dunstable Icknield Lower School Football Club, hereafter referred to as 'the club' 1.2 The club shall be a member of the Bedfordshire Football Association 2. AIMS AND OBJECTIVES 2.1 The club shall hold the following as its aims and objectives. The club shall strive to fulfil these aims and objectives and its commitment to its membership. 2.2 Aim 1. To provide football training and development to the pupils of Dunstable Icknield Lower School in a safe managed environment. 2.3 Aim2. To ensure that as many children as is possible get the opportunity to play competitive football during their time at the school. 2.4 Aim 3. To provide structured football and development to the children. With particular reference to those children who have shown sufficient ability to be selected to play for thier respective year group. 2.5 Aim 4. To encourage children to balance their lifestyle between, academis, sporting, social and other interests. 2.6 Aim 5. To encourage children to play to enjoy themselves. To take victory modestly and defeat graciously. 2.7 Aim 6 To encourage children to set standards of behaviour for others to follow. 3 STATEMENT OF INTENT 3.1 The consitution, regulations, management and conduct of the club shall closely follow The Bedfordshire Football Association rules. It's registered temas will abide by the rules of the league association that they are participating members of. 3.2 The club committee shall supply a Code of Conduct to all its members, who shall sign it as the accepted Code of Conduct for the club. 4. MEMBERSHIP 4.1 The following shall be eligible to become members of the Dunstable Icknield Lower School Football Club. 4.11 All children who are currently attending Dunstable Icknield Lower School, hereafter referred to as 'Icknield' 4.12 All parents/guardians of pupils of Icknield 4.13 Football coaches approved by the club committee 4.2 Any club member who is a playing member shall be a 'full member' of the club, all other members shall be 'associate members' of the club 4.3 All full members shall pay an annual subscription to join the culb: the club committee shall decide the membership fee annually and this shall be agreed at the AGM 4.4 Full members may ne asked to contribute additional subscriptions for training activities or any other activity that incur costs for participating. 5 THE CLUB COMMITTEE 5.1 The committee shall consist of the following voting members: Chairman Treasurer Secretary All club coaching staff Equipment Officer Any other co-opted member as agreed by the committee, at a General or Annual General Meeting 5.2 All committee members must be members of the club 5.3 No committee member shall hold more than one post during a season 5.4 Office shall be held from August 1st to july 31st of each season 5.5 The committee shall meet at least quarterly or at any other reasonable time as agreed by the Chairman and Secretary 6 MANAGEMENT AND JOB DESCRIPTIONS 6.1 The Chairman, or delegates, shall represent the club within the league associations it is a member of, and shall be responsible for making sure that the club is run according to the club constitution and code of conduct as far as can be reasonably expected. 6.2 The Treasurer shall carry out the day to dat financing duties of the club 6.3 The Secretary shall be responsible for keeping the club records in good order as well as carrying out publicity and club communication duties as required. 6.4 The management of the club shall be vested in the club committee. 6.5 Quorum of the committee shall be two thirds of the voting committe 7 GENERAL MEETINGS: 7.1 A general meeting may be called by the club Chairman, quorum of the committee or by ten members of the club, this must be submitted to the Chairman in writing. The general meeting must be held within 14 days of the receipt of the proposal. 7.2 General meetings may only be held during the playing season 7.3 At least five days notice of a general meeting must be given to the club membership. 7.4 All members of the club may vote at General meetings. Members under the age of 16 may be excluded from the meeting at the discretion of the committee. 7.5 Quorum of the meeting shall be half of the voting members 7.6 Decision shall be reached by a simple majority of the voting members present. 8 THE ANNUAL GENERAL MEETING 8.1 The AGM shall be held during the close season and shall have as its main business 8.1.1 The presentation of the Officers Reports for the past year 8.1.2 The election of the Committee for the next season 8.2 An agenda giving notice of the AGM must be circulated to all club members at least ten days in advance 8.3 Members under the age of 16 may be excluded from the meeting at the discretion of the committee. 8.4 Nominations for clun officers must be posted to the secretary at least 10 days in advance of the AGM and closed 24 hours before the meeting 8.4.1 Each nomination shall require 1 proposer and 2 seconders who shall be members of the club 8.4.2 The quorum of the AGM shall be half of the memberhsip of the club 8.4.3 In the event of there being no nomination for a post within the stipulated time then nominations may be accepted at the AGM as recommended through the outgoing Chairman 8.5 In the event that no person is voted in to a post or of resignation from a position, the Chairman will undertake the duties until such time as the post is filled. Elections to fill such a vacant post should take place at a General meeting and shall be subject to the same rules as the AGM. 9 FINANCE 9.1 The Treasurer will provide funds to coaches as agreed at the quarterly meetings. 9.1.1 Additional funds may be provided under the discretion of the Chairman and one other member of the committee, not exceeding £50.00. 9.1.2 Reasonable expenses will be paid out by the Treasurer as required, but only with written receipts. 9.2 Budgets for events shall be taken to the appropriate quarterly meeting for inspection and approval. 9.3 The AGM shall appoint two independent scrutineers to assess the financial statement of the Treasurer at least 14 days prior to the AGM. 10 HEALTH AND SAFETY 10.1 The club acknowledges its duty if care to its members and will establish a Health and Safety statement. 11. THE CONSITUTION 11.1 The constitution shall only be altered by consent of two-thirds majority of the full members present at a general meeting. 11.2 The constitution shall be binding on the club officers and members from 1st October 2001. This consitution has been approved in accordance with 11.1 above, and accepted as the constitution of Dunstable Icknield Lower School Football Club.
